PRESIDENT: "This morning, I called Sen. Kerry to congratulate him on his victory. The American people have spoken, and I have heard them.

"I pledged to Sen. Kerry my full cooperation in the months ahead. I promised my administration will do everything possible to ensure a smooth transition.

"Laura and I are grateful to the fine and decent people who have given us so much over this long, tough campaign. We deeply appreciate your hard work and sacrifice.
